Pokédex Entry: It is said that it quietly spends its time deep at the bottom of the sea because its powers are too strong. It is said to be the guardian of the seas. It is rumored to have been seen on the night of a storm.

The majority of Lugia's body is a silvery-white, save for the four sets of two dark blue flaps on it's back which it can flatten to it's body for aerodynamic purposes. His underside is light blue and he has a pair dark blue spikes on it's dragon-like tail. Lugia's wings appear to be somewhat like hands, with finger-like appendages that look like false feathering. Size wise, Lugia towers over humans, being seventeen feet tall.

Lugia is the Guardian of the Sea and he takes his job seriously, dealing with disturbances in the balance of things swiftly and fully. These disturbances, however, are more likely to be carried out by offspring Lugia, rather than the First. All together, Lugia takes pride in what is good in the world, takes pride in all things, big or small. He also has a bit of a wry humor, though it is not bad in nature.
Lugia is also said to be the master of the trio of bird legends, Articuno, Zapdos and Moltres. Despite this though, because he stays in the bottom of the sea, it is unknown what his orders are to his fellow legendaries. Perhaps in days to come will it be apparent his orders to the trio.

Body uncurling from slumber, he arched a slivery-white head towards the surface of the ocean, miles and miles above him. Towards the light of day, invisible in the darkness of the trench in which he dwelled, he peered. He was ancient, as old as the sea The Original One had made him guardian of. Timelessness was a virtue bestowed upon him, a gift, allowing him to forever watch over the sea.
His eyes closed, slowly, feeling the lull and flow of the ocean. He could feel the movement, the tug. The rhythm. Swell... pull... swell... pull... The deep reaches were moving.
This One feels... something...
His eyes slitted, he peered at the sand beneath his feet. The grains billowed in small swirls. Even so deep, they whirled. The waters moved as if they were the frivolous, youthful waves, splashing upon the beaches and making playful eddies in the sand. The old water did not move this way. Not unless it was scared. Not unless it feared. The old water lay as dormant as its guardian, sleeping with him deep in the trenches of the world. But now...
The Deep Water has not feared for ages. This One must know why now is the time it chooses to quiver in distress.
He unfurled his wings slowly, stretching them to their full length and beat them against the old water, propelling himself through the depths. It had been decades since the he had stirred. He had not risen since the last time the deep water quivered. His tail was a white banner behind him as he moved towards the surface. He rose. Up, up, up. Passing deep-living schools of Lanturn and Chinchou, blowing through a pod of Wailord with Wailmer offspring.
They quailed with fear. It radiated from them. They were not ancient, but they too could feel it. The water, the world. All could feel it. All, perhaps, but the youngest race of all, humans.
Disaster... This One senses horror on the horizon... and This One must know why Time is making its path this way.
